To follow up on what I recently said about this item on Twitch, it IS still available in game.It is unlocked through a lvl 64 BOE green - Bottomless CapIt is a concat item, meaning it'll be one of those random drop items with some stat based suffix at the end, such as "of the Trickster". Best advice is to keep an eye on all the AHs for "Bottomless Cap".
