PC tower advice

Hello,

I currently have an over 6 years old pc (intel core 2 quad cpu 2.5GHz, 4Go RAM and a Nvidia Geforce GT120 for a 20" screen).

I m around 15-20 fps in normal content, but i go down to 5-7 fps in raids, which is quite terrible.. and everything is set to the lowest.

I was wondering what processor/graphic card you have or would recommend to sustain 20-25 fps everywhere? (I am looking for the cheapest option ofc).

And also, does the fps number has an impact on dps/hps (like at which number increasing fps is useless)?
