28 Chloro 48 Arbiter has highest HP because of the talent "Raised in Nature"
So therefore it is the highest threat and has the largest shields, as well as substantial raidwide passive heals.

Battle skills would include the standard jolting wave, galvanic strike builders, and glacial spike+icy blast consumers to gain threat, and casting ruin on cooldown to maintain radiant spores. Vile spores and nature's fury can be used to maximizing healing once enough threat is established. We have flourish and bloom, but since the GCD is 1.5s they aren't particularly effective.
Radiant Spores is OP when used with a tank health pool. 5% of 150k on a 16% chance without having to refresh. Fortunately the mastery for this is the same mastery as the normal arbiter one, so we have it for free!
Since Ebb and Flow would be disabled, I recommend toggling entropic veil if LGV is used and timing consumers to keep shields and buffs up when available. For convenience, I spec into Avalanche to get those buffs up quickly.
Most experts would benefit more from a an Arbiter-Chon hybrid, but this is another option for certain raid situations! Especially for those 10man raids where we are maximizing our dps, having 1 main healer and 1 hybrid like this is all we need.
Against this spec: Obv every point taken out of the arbiter tree lowers base health boost, armor, and resist bonuses. We are missing shield surge, and shield of the north wind, and 4% damage reduction from SC. Instead we are gaining 1.5% hp by way of 800-1200 Endurance.
