Ascended Signet scaling broken

Since these rings are now Bound to Account, I got one for my Level 34 Primalist. I sent it to her, and it shows Dex +7 Str +9, which is the reverse of what it should be. I sent it back to my level 65 Rogue, and it is also Strength high.

She has a green quest ring that's Dex +11 Str +5. So far, the Ascended Cowl has always been better than the available quest gear of a similar level.

For a 1K Plat item, you can do better. I think you should review and adjust the itemization for these rings.
