Question about Character Slots -- Returning Player

How many characters can I have on a shard? *

I ask because when I came back last week, after leaving sometime the end of 2013, I had 11 characters on my primary shard and 8 more on another.
Since then I moved one character off the primary shard in hopes of making a new one but it said I was still over limit.

I considered moving others off to another shard to see if I could make a new character then, but was just worried I'd end up moving most of them off and still not being able to make one, accomplishing nothing more than screwing myself over.

* I did get a "RIFT Digital Collector’s Edition" back in June of 2011, the Ashes of History Upgrade in October of 2012, have over 30 months of patron time accumulated so far, purchased credits a time or two, purchased the Storm Legion Souls and Dream Soul Packs, as well as the Nightmare Tide: Infusion Edition.. does any of that equate to extra slots?

Thanks, I'm just trying to figure out how many I should have so I know what to do about new characters. I have that Instant Level 60 potion now thanks to the Infusion edition and thought it best to make a new character and use it to get to 60 instead of on an old one, as I should get more Planar Attunement points for my account that way, yes?
