I honestly don't think most people hate it. But the reason players switch off of Seastone is all the inconvenience and ******** associated with being perma-flagged.
-If your game crashes in open world content like RRs/NMRs/CRifts, you'll be booted from the mixed party when you log back in (you're tossed into Seastone). Actually happened to me once when I was master looter in a SoL.
-You can't chat with Seastone defiants or add them to your list. If you wanna raid with a Seastone defiant then a non-Seastone guardian raid assistant has to invite you to the party (that's when you see Kitkatkitten yelling at Black Listed in crossevents for an invite to MS).
-You can't invite a defiant into your party, even if you were unflagged. You have to shard hop and THEN unflag.
-Getting a raid together when your core group are Seastoners is generally a pain in the ***. Everyone has to be unflagged and on another shard.
-You join some NTEs flagged and can't be healed or rez'd, and the PvP bug does all kinds of weird **** (it's kinda amusing figuring out how this "PvP" mode works in an NTE, though).
It's this crap that drives people off of Seastone, not the WPvP. WPvP is content. Some people dislike it, some people like it, but it's not why everyone plays on a PvE shard.
If all of these inconveniences are fixed, then people really wouldn't mind playing here. Otherwise, the only reason anybody would stay here is because of a guild.

Trion, the unpopularity of Seastone is NOT because people hate WPvP
