Pagura - Slice and Bounded Swipe Qs

So my raid is dealing with some issues on Pagura that hopefully someone has a solution for, dealing with Slice and Bounded Swipe.

Scenario #1 - Main Tank takes 2 or 3 Slice hits of 120k-160k, spaced 2 seconds apart, usually killing the tank.

Scenario #2 - The two tanks are stacked on top of each other, both get hit by Bounded Swipe (or maybe just 1, not sure) but the boss gets the Thwarted Rage buff. Many times this is during a move but other times the tanks/boss were standing still and Pagura has still gotten the buff.
