I am sorry that you have run into such a frustrating bug! I believe I know what is causing this issue and I'm submitting a fix for this problem.Since the "Siege of Shal Korva" is an instanced quest, unfortunately you will have to wait fifteen minutes for it to reset once you are outside of the instance and you will be restarting from the beginning. Until this fix goes live, to lower the chances of having this bug from re-occurring, double check and make sure the objective to "Reinforce the North/East/West/South" updates before killing anything in the objective that follows.
